God Leads Softly, Not Overdrive the Flock
The institution of the cities of refuge reveals a profound principle: Yahweh accommodates His revelation to the moral capacity of His people. The goel, or kinsman-avenger of blood, represented 'blood for blood'—the justice appropriate to Israel's stage of civilisation. To have suddenly imposed the Sermon on the Mount's command—'Resist not evil'—would have produced only hypocrisy and chaos, for the people's consciences were unprepared.
Yet God did not leave the custom unrestrained. The cities of refuge checked the evil inherent in blood feuds, which otherwise perpetuated across generations, multiplying innocent victims and murders. Maclaren observes: the divine law was shaped by this truth—legislation too far ahead of public opinion breeds only hypocrites. The good Shepherd 'leads on softly, according to the pace of the cattle that is before him,' as Jacob led his flock.
This demonstrates God's gracious forbearance with each stage of moral progress. Violent revolutions imposed by force never endure. Maclaren employs a striking image: felling the upas-tree is heroic, but useless if the soil remains saturated with seeds and conditions favour their growth. Rather, 'change the elevation of the land, and the flora will change itself.'
The principle applies beyond ancient Israel. Many customs in Christian nations and churches are destined to dissolve as Christian principles are more clearly discerned and honestly applied. But transformation cannot be forced. God's patience with imperfection, His refusal to overdrive His people toward ideals their consciences cannot yet grasp, teaches us that redemptive change requires time, preparation, and the gradual elevation of human capacity—not violent imposition.
